TECHNOLOGY FOR GOOD

Building a Cleaner Dharamshala

Building a Cleaner Dharamshala

A community-led initiative, supported by technology from Bluevale

Dharamshala is a city shaped by its people, its landscape and its communities. It is also a city facing the everyday challenges that come with a growing urban environment.

A group of citizens decided to do something about it.

Led by Shabnam Oberoi and Aashima Kalra, the Clean Dharamshala Citizen Movement brings together people from across the community with an ambition to help make Dharamshala the cleanest city in India.

The effort began with conversations around waste, awareness and community participation, but quickly grew into a broader question:

How can citizens identify problems, bring them to the right people and see what happens next?

That question led to CivicTrack.

Turning an idea into infrastructure

Through the Bluevale Foundation's focus on technology for good, Bluevale began working with the initiative to explore how technology could support its work.

Shabnam and Aashima brought the vision and community. Bluevale brought product development and technology.

Together, that became CivicTrack Dharamshala — a platform that enables residents to report civic issues, map them and follow their progress.

Bluevale designed and developed the platform end-to-end, including its website, web application and technology infrastructure.

At its core is a simple idea:

Report. Track. Resolve. Verify.

Technology in service of the community

CivicTrack begins with waste and cleanliness, allowing residents to document issues with a location, description and photograph.

As participation grows, the platform can help build a clearer picture of the issues affecting different parts of the city and support more structured follow-up with the relevant stakeholders.

Its framework can also extend beyond waste to other civic issues, creating the foundation for a broader civic accountability platform.

But the technology is only one part of the work.

The movement is bringing together citizens, schools, local organisations and public representatives around awareness, data and action on the ground.

The platform is there to support that work, not replace it.

Starting in Dharamshala

CivicTrack is now live and available for residents to use.

What happens next will depend on participation — more people reporting issues, more information being gathered and more conversations taking place across the community.

For Bluevale, this is what technology for good should look like: practical, grounded and built around a real need.

Through the Bluevale Foundation, we will continue supporting the initiative as it develops and contribute wherever technology, product development and our broader network can be useful.
